Prepares acts relating to the functioning of the commissions and committees, and that these acts are in accordance with the regulations of the institute and the law. 
Prepares documents and provisions of a regulatory nature that do not fall within the competence of other Services.
Transmit to the competent vigilant agencies documents and resolutions. Send replies to requests from vigilant and legal inspection organs for documents and acts, receiving information from the Institute Services and Sectors concerned. Care the organization of meetings of the Board by preparing the documentation of the issues on the agenda. Stores the acts and regulations of interest of the institute.

Supervises and coordinates the activities of the Sectors in which is the service is structured. Provides assistance to the Director General and the head of the administration office. 
Proposes innovations for better management and efficiency of the Service. Supervise the application of the National Collective Labor Agreement (CC.NN.L.)
Handles relations with the union organizations. Prepares decentralized bargaining agreements, and ensure their application and is responsible for their filing.
Prepares notices of competition for permanent hiring, temporary recruitments, internal passages of level and award of research grants. Takes care of all obligations resulting therefrom.
Carries out the preliminary procedure for foreclosures salaries, opposition and attempts to mandatory conciliation. Sets the activation of possible disciplinary proceedings.

 

Sector of Economic Treatment of the Staff

Provides the duties relating to the remuneration of personnel with the help of a dedicated software program provided by the institute. Provide the CUD form (Income Tax Statement form) and the 770 form (withholding tax form) for all employees. Provides the duties relating to the economic treatment of term-contract workers and research fellows. 
Provides obligations relating to the compensation of the governing bodies of the Institute. Ensure the provision of compensation to the members of the examining commissions. Provides the duties relating to the withholding union dues. Manages low-interest loans and personal loans to employees.
Provides for the insurance obligations INAIL  (National institute for insurance against industrial injuries) and social security INPS (National Social Insurance Agency) and INPDAP (National Institute of welfare for employees of the public administration). Handles relations with the INA institute regarding policies for the treatment of end of service. Provides the duties relating to employee severance indemnities (TFR) and the end of service (TFS).
Process tables in the Estimated and final budget for the costs of personnel required by the Ministry of Economy and Finance. Care obligations relating the annual financial statements.
Compiles models required for statistical purposes.

Human Resources and Legal Treatment Sector

Prepares individual contracts of employment and their application. Care matriculation status of employees and personnel records and the role of non-permanent staff. Care of the application of service orders or measures relating to working time and presences software. 
Transmits to the appropriate department all data relating to overtime, the number of vouchers, bonus days, the days of strikes carried out, etc.., For the purpose of liquidation of competences and deductions from salary. Collects applications for participation in competitions published by the institute, is responsible for relations with boards of examiners and ensure the preservation, for the time agreed, of the applications received.
Responds to various requests for access to documents and statements required by candidates' participation in competitions. Care of the fulfilments required by the PERLAPA (integrated system for the management of the procedures required by public administrations).
Care, the compilation of models required for statistical purposes.

Accountancy Sector

Collaborates with the responsible of the service to the predisposition of the budget, the financial statement and any changes to the budget. Provides the functions of accounting through the use of the accounting information system provided to the Institute.
Collaborates with the responsible of service to the completion of the IRES tax declaration and ICI (Local council property tax) and to their payment according to the law. Ensure periodical checks between the accounts and the balance remaining at the institute cashier and the Bank of Italy.
Maintaining relations with the institute cashier. Handles relations with the MEF (Ministry of Economics and Finance) for the SIOPE (Information System on the operations of public institutions). 
Performs the calculation of withholding taxes and compensations related to copyright, professional assignments and temporary work and all related tax certificates. Completion of the forms required for statistical purposes.
Care submission to the Public Function of data from the registry office of performance, regarding assignments to external employees and freelancers.

Liquidations Sector

Is responsible for the liquidation of the missions of the INEA employees and collaborators both in Italy and abroad. Collaborate with the (accounting projects) sector for the collection of information relating to missions and reimbursement of expenses and for any kind of assistance. Preparation of financial reports, also for verification by the external clients.
Collaborate with the Head of the sector C – (budgeting and accounting) in the preparation of draft regulations, notes and communications, liquidation of missions and the related forms. Provides for the payment of invoices and requests for payment in the manner prescribed by the rules of public accounting.
It controls statements for finance and regional offices that handle petty cash accounts. Submission to the Revenue Agency of the data concerning the registry of public procurement.

Elaboration and updating of regulations relating to external mandates and prepares acts for their assignment. Provides for the insurance obligations INAIL (National institute for insurance against industrial injuries) for term-contract workers and management of the payroll. 
Manages the archive of the contracts, and the related documentation (acceptance, payment, anti-mafia certification, deposits, etc.). Manages the procedures for the acquisition of goods and services as provided by law. Manages the insurance policies taken out by the Institute. It provides for the stipulation and renewal of lease contracts. Verifies the correctness of concession agreements, protocol of understanding, to be signed with external institutions. 
Provides all the documentation required by current legislation to be published on the website of the Institute.

 

Bursar's Office Sector

Provides for the custody and the inventory of mobile goods acquired by the Institute and manages the inventory book. Oversees the ordinary and extraordinary maintenance of the owned assets or used by the Institute, supervises the operation of the various building facilities and cleanliness of the premises. 
Provides for the custody and distribution of stationery and consumables. Responsible for the payment of small expenses and management of the cash fund. The safe custody and the values it contains.
Manages the procedures for purchases made in economy. Collaborate with the RSSP (responsible for the security sector) and MC (medical personnel) verifies the application of the legislation referred to the Legislative Decree 81/08 and subsequent amendments and additions. 
Manages the service of luncheon vouchers. Oversees the general services such as: Entrance surveillance, shipping, mail delivery, external fees.

Unit 1 – Accountancy survey and micro-economic analysis & FADN

The Unit ensures coordination of all activities related to the administration of the FADN and the connection with other National and Community Institutions involved in the FADN, such as the Ministry for Agriculture, Food and Forestry, Regions, Autonomous Districts and ISTAT. It also deals with micro-economic survey on agricultural firms. 
The Unit arranges detection systems, data management and querying of FADN and makes them available to users.

Unit 2 – Macro-economic and short-term economic analysis

The Unit 2 collects research and activities in support of Institutions on both macroeconomics issues and short-term analysis, with particular reference to the agro-food system, businesses, supply chains, foreign trade and the new role of agriculture.

This Unit coordinates and conducts activities related to the periodical publications of the Institute, such as: Yearbook of Italian Agriculture, Report on Foreign Trade of food products, Report on the state of agriculture, Agricoltura Italiana Conta, Agritrend, Agrifisco, as well as scientific journals that directly manages INEA (Journal of Agricultural Economics and International Agricultural Policy).
The Unit 2 is also involved in research, analysis and technical assistance relating to international, community, national and regional agricultural policies as well as public spending in agriculture.

Unit 4 – Research on the enviroment & the use of natural resources in agricuture

The Unit was set up in 2006 because of the growing integration between environmental, agricultural and energy policies and it is characterized by its transversal and wide inter-disciplinarity.

Actually, the Unit coordinates the research activities of policy analysis, control processes, methodologies of analysis and decision support on the environmental sustainability of agricultural production and food.

The research mainly concerns the integration of environmental and agricultural policies for sustainable use of natural resources and for the provision of ecosystem services in agriculture, the sustainability of production processes and the quality of agricultural food production.

The IT Department develops, manages, configures and coordinates services such as Internet browsing, telephony on IP networks, web services, network protocols, email, network security, the Protocol, the web-site as well as all of the information infrastructure available to the Institute by maximizing the parameters of speed and safety of services.

Its task is to plan, develop, organise computer applications to enhance and support  the Research and the administrative staff, with particular reference to the management of the FADN.
