The new CAP: topics and interests to Italy

"It 's important for Italy to take every opportunity offered by the new CAP, by prioritizing and selecting targets. Resources available to the sector is still considerable: the EU budget for agriculture is 373.179 billion, of which 277.851 billion for the first pillar and 84.936 billion for the second.

Italy will receive € 41.5 billion, € 27 billion for direct payments, 4 billion for the CMO for wine and fruit and vegetables CMO and 10.5 billion for rural development.
Young farmers will benefit also in rural development, the possibility of financing up to EUR 70 000 for starting of the activity. As a consequence of this reform, our farmers will have to look more to the markets, especially the international ones, freeing gradually from the old logic of aid.

The most critical issues of the new CAP is caused by failure to simplify procedures, a goal that also had been said among the most important from the European Commission. Also the need to take a number of internal decisions from the  Member State, aimed at making the gradual alignment of the basic contribution.

Regarding the repercussions for Italy of the new CAP, the simulations presented indicate that in some places and in some areas "the reductions in contributions could be very consistent, if not implemented by the adoption of certain national policies".

Thus, today the President of INEA Tiziano Zigiotto illustrated through the hearing at the Committee on Agriculture of the House of Deputies. The President of INEA has also related about the issues relevant to Italy on Pillar one, such as greening, the active farmer and regionalization of direct payments, and Pillar two, such as the introduction of measures to manage the risks, the review of the less-favored areas, agri-environmental measures complementary to the first pillar (green fee), cooperation and innovation and LEADER as a tool for local development with European funding ERDF and ESF.

The President and member of Parliament Luca Sani and members of the Commission expressed their appreciation for the information provided by INEA, supported by relevant data for a good analysis and consequent political direction.
